Introduction/Overview Section
Exodea Europe Consulting was commissioned by Roscommon LEADER Partnership to develop an evidence-based, inclusive, outcomes-focused, and strategically aligned plan to assist migrants in integrating into their locality in County Roscommon. The plan was required to be collaborative and cross-sectoral, targeting all migrants regardless of status.

The adopted approach was participatory, involving extensive consultation with a wide variety of migrant groups, organizations, and agencies that provide support and services to migrants. Consultations were conducted both face-to-face and online, adhering to the prevailing government and HSE guidelines for the COVID-19 pandemic. The core services provided by Exodea Europe Consulting included:

Consultation Coordination: Coordinating and facilitating workshops, meetings, and other consultation formats, both online and in-person.

Desktop Research: Conducting desktop research on migrant policies and priorities, including data and information available from the CSO, “A Blueprint for the Future,” the County Roscommon Local Economic and Community Plan, and other relevant documents.

Data Production & Analysis: Producing county-specific data analysis on migrants, including their numbers, location, and socio-economic profile. This also involved leading the analysis of data and evidence to prioritize actions for the strategy.

Strategic Planning: Producing an outcomes-focused prioritization of objectives and actions, including targets, timeframes, and lead partners.

Plan Completion: Completing the Roscommon Migrant Integration Strategic Plan in conjunction with the Roscommon Migrant Integration Steering Group and Implementation Group.
Outcomes/Results Section
Strategic Direction for Integration The strategy provides a clear direction and strategic focus for organizations and agencies operating within County Roscommon, enabling integration issues to be mainstreamed into their strategic statements. This ensures that barriers to the full participation of migrants and their Irish-born children in Irish society are identified and addressed.
Actionable and Achievable Plan The project resulted in a set of simple, straightforward, and achievable local actions with defined targets and timeframes that can be carried out by the Implementation Group.
Comprehensive and Evidence-Based Plan By using a participatory and evidence-based approach, the final plan is a comprehensive document that reflects the real needs and concerns of the migrant community and the agencies that serve them, providing a solid foundation for future integration efforts.
