Migrant Integration Strategy for County Roscommon
Migrant Integration Strategies provide a framework designed to promote the full inclusion of migrants within their communities.
The aim is to ensure that migrants can contribute to and benefit from local development while retaining their cultural identity.
Exodea Europe Consulting Limited was commissioned by Roscommon LEADER Partnership CLG on behalf of Roscommon LCDC Migrant Integration Steering Group to develop the Migrant Integration Strategy for County Roscommon.
Strategy Requirements
The Migrant Integration Strategy was required to be:

- Evidence-based.
- Inclusive.
- Outcomes-focused.
- Strategically aligned.

The plan targets all migrants, regardless of status, and was designed to be collaborative and cross-sectoral.
The approach adopted was participatory, involving consultation with various migrant groups, organisations and agencies that provide support and services to migrants.
The following elements were involved in the preparation of the Migrant Integration Strategy:
1. Development of a consultation framework with the Roscommon Migrant Integration Strategy Steering Group and Implementation Group.
2. Provision of coordination and facilitation (both online and in-person) of workshops, meetings and other forms of consultation as decided in conjunction with Roscommon LCDC and in compliance with health guidelines.
3. Implementation of desktop research into migrant policies and priorities, incorporating data and information from the CSO, A Blueprint for the Future, Co. Roscommon LECP, and other relevant documents.
4. Production of a county-specific data analysis on migrants including numbers, location, and socio-economic profile.
5. Production of an outcome-focused prioritisation of objectives and actions for the Strategy, including targets, timeframes, and lead partners.
6. Analysis of data and evidence as appropriate for prioritisation of actions for the Roscommon Migrant Integration Strategy.
7. Linking key actions and themes with A Blueprint for the Future and The Irish Human Rights and Equality Commission Act 2014.
8. Establishing targets and timeframes for simple, straightforward, and achievable local actions that the Implementation Group can carry out and achieve.”

The research and consultations engaged with a wide range of stakeholders using a combination of quantitative and qualitative research methods and participative consultation approaches.

The completed Strategy focussed on the following six broad thematic headings:”
1. Employment and economic activity.
2. Education and training.
3. Active civic and civil participation.
4. Social inclusion (engaging and interacting with service providers).
5. Social inclusion (expressing culture and identity; addressing discrimination) and
6. Health and Welfare.
Exodea Europe Consulting Limited were responsible for providing translations of the Migrant Integration Strategy into Irish, Portuguese (Brazilian), Ukrainian and Polish.”
